Aside from the pain relief question (which I completely support) I think governments are missing a huge opportunity that could be realized by legalizing marijuana. This stuff isn't any more harmful than alcohol or tobacco, which are legally available controlled substances.
Pot sales generate massive amounts of cash that remain in the underground economy supporting criminal enterprises. Bringing that money into the legitimate economy would provide earning opportunities for businesses. It would provide taxation/licensing revenue opportunities for governments. It would also allow law enforcement to direct their efforts towards things like cocaine, meth, heroin, etc, which would allow law enforcement dollars to be spent on higher value activities. If this drug comes up off the street, it also makes it harder for kids to get their hands on it (although not impossible).
I don't see the downside.
