When Cisco celebrated the fifth anniversary of its New England Development Center in Boxborough, Mass., last fall - a ceremony attended by Massachusetts Congresswoman Niki Tsongas and a representative from Gov. Deval Patrick’s office - the company was quietly preparing to move several jobs from there and other locations to contractors in India and elsewhere, mostly in the company's Network Management Technology Group (NMTG).

In Cisco parlance, a “limited restructuring” was underway, under the radar.

These “LRs,” as Cisco sources call them, are a way for the company to cut costs by reducing workforce in small, incremental moves without having to publicly announce or disclose the actions in compliance with U.S. Department of Labor regulations, like the Worker Adjustment and Retraining Notification Act (WARN). These specific NMTG LRs are separate from the planned reduction of 1,500 to 2,000 positions Cisco announced during its earnings call last month, which, the company says, complied fully with WARN and other federal labor regulations.

“Cisco is constantly evaluating its business priorities, resources and overall employee alignment as part of our normal business process,” the spokesman stated in an e-mail to Network World. “The restructuring activity in our Network Management Technology Group in Nov. 2008 was part of an ongoing realignment of resources. The NMTG restructuring impacted less than 10% of the unit's workforce and was not part of the company's broader realignment and restructuring plans that were discussed on our fiscal second quarter 2009 earnings call on Feb. 4, 2009.”

Did it cross your mind that we have no local qualified engineers because education in this field was put in the backburner and toasted to a crisp?

We have the qualified engineers. Apparently we just want decent wages for those six-eight years of school.

IBM is doing the same thing, has been for the past eight years. They have "resource actions" under the WARN threshold levels to not draw attention as one tactic and, simply shift work from IBM US to IBM India or IBM China as another, not "actually" changing employment numbers.

In what has to be one of the oddest new ploys, IBM is lacking in senior staff and is offering the "opportunity" for folks to either 1) be laid off or 2) be laid off and be rehired by IBM India and move to Mumbai at Indian rates and benefits [which suck].

For a 20 year IBMer that would suggest going from about $90K to $15K and pay your own moving expenses. Oddly, no one has taken them up on the offer.

Not odd, pure public relations, if anyone publicly complains and reporters start asking IBM can say "hey we offered to be rehired and relocated but they turned it down". Of course they will/have left out the details in the fine print when giving out this info.

Oddly the fine print is starting to make it to the right people.

A new version of my Grand Theft Economy poster is almost done. Something like Grand Theft Employees: Code Blue. But I am not fully content with the title. Folks are waiting on me to finish it. It was suppose to be done today but I got distracted last evening without a computer.

Have you looked at what our high schools crank out? They can't do math nor can they survive in most engineering disciplines. I see it everyday
Most engineering colleges have a higher percentage of foreigners taking those engineering courses. Our locals are taking business math after they finish a year of math remedial so they can run a McDonald and make sure they understand the fine art of supply chain when it comes to French fries ordering and applying JIT properly.
