It tends to be only those who act without thought that commit heinous crimes. Once you move to the group of people for whom a decision tree is an option in their daily lives, life in prison is equally a deterrent to death as they also think of all the other things lost with that bad decision besides freedom.
Then explain the ALMOST non-existence theft rate in SA (hands chopped off IN PUBLIC) and the ALMOST non-existence murder rate (compared to our country). Public punishment IS INDEED THE MOST POWERFUL DETERRENT.

For crying out loud. With all the pork in the stimulus package, there is not enough for a few yards of rope for each State? Otherwise, farm it out, as we do some prison keeping. Now, if this is taken as an excuse to change the laws, it's a different matter all together. It gets complex, public opinion is divided, and there are parallel issues that really mud the field.

Well, we could bring back impalement on a stake, just like Vlad Tepes (the Impaler), the ruler of Valachia in the 15th century. He was supposedly obsessed with honesty and punished theft by impalement. He had a large solid gold cup placed on top of a public fountain and it remained there for years. Nobody dared steal it, because they all knew what the punishment would be. And yes, it was a public execution in every case.

Or maybe just good old fashioned beheading with an axe, then quartering the rest of the body and nailing each part to a post in a different city location for a warning to others? And use a poorly balanced axe, just like the old English execution axe, so that a clumsy executioner would need more than one stroke to sever the head.

In case you did not know, in 1935 two women, Benita von Falkenhayn and Renate von Natzmer were beheaded with an axe by the executioner Karl Gropler in the Plotzensee prison in Berlin, for treason. Amazing that Germans, the makers of our fine cars, would carry out judicial axe beheadings in the 20th century. These were not public though.

And the French used the guillotine for a judicial execution in 1977 for the last time!!!!!!!! The last public execution by guillotine in France was that of Eugene Weidmann in 1937. It was recorded on film and you can find a clip of the real execution on Youtube.
