You might want to pick up the phone and call them and tell them about the excess money you found for them. Apparently they are under the illusion that they only have a $10M budget a year.

If 7.5% is $2M then the other 89.6% would be over $26M.

Insurance companies, private copays, and yes, probably government aid programs. The percentage of those fees that may or may not be taxpayer funds is open to debate at this point.
