Israel seizes West Bank land

Palestinians and peace activists have protested against Israeli settlements [GALLO/GETTY]

Israel has taken control of a large area near a prominent settlement in the Palestinian West Bank, paving the way for a possible construction of 2,500 settlement homes, officials have said.

Oded Revivi, the mayor of Efrat, said on Monday that the Israeli military has designated 425 acres near the settlement of about 1,600 families south of Jerusalem, as so-called
state land two weeks ago.

Revivi said Efrat plans to build 2,500 homes on that land, but government approval would still be needed before construction begins, a process that could take years.

Eventually, Efrat is to grow to a city of 30,000 people, he said.

The settlement is situated in one of three settlement blocs Israel expects to hold on to in any final peace deal with the Palestinians.

Revivi said nine appeals, eight of which were rejected and one was upheld, had been filed by Palestinian landowners.

'Sticking point'

Al Jazeera's Nour Odeh, reporting from Ramallah, West Bank, said the "confiscation [of the land], which by international law is deemed illegal, has been greeted with condemnation among Palestinian circles".

"We've seen statements from these leaderships describing this measure as condemnable, calling on the international community to take a firm stance," she said.

"... This will undoubtedly be a major sticking point when the US peace envoy George Mitchell visits the region towards the end of the month.

"This is what [the] Palestinians will be concentrating on. Already we've heard from the Palestinian president's office that there will be no negotiations until all settlement activities in the occupied West Bank including east Jerusalem stops."

Mahmoud Abbas, the Palestinian president, has warned that continued settlement expansion would cripple peace talks.

His aides said recently that peace talks can only resume after a settlement freeze.

Expansion could also create friction with the US, as Mitchell, the US Middle East envoy, has long called on Israel to halt construction in settlements.

Nearly 290,000 Israelis currently live in West Bank settlements.

Israel FM: 'Give land for peace'
Netanyahu halted the peace process when he was prime minister by allowing settlement building [AFP]

Tzipi Livni, the Israeli foreign minister who is hoping to become the country's next prime minister, has said that Israel must give up considerable territory to gain peace with the Palestinians.

Livni made the comments at a convention of US Jewish leaders in Jerusalem on Monday.

She said that Israel needed to "give up parts of the Land of Israel" - referring to biblical borders that today includes Israel, the West Bank and the Gaza Strip.

"The majority of Israelis understand that if Israel wants to remain an independent Jewish state, in the end the territory will have to be divided," Livni, leader of the Kadima party, said.

Livni has in the past said that Israel must withdraw from Palestinian areas to continue as a Jewish state.

Her fresh comments are in contrast to the position of Benjamin Netanyahu, the leader of the right-wing Likud party and Livni's main rival to become next prime minister.

Peace process

Livni also said that the internationally backed Annapolis peace process should be continued to maintain foreign support.

"If we don't continue with the plan, we will not be able to count on the support of the international community against Iran, Hezbollah [a Lebanese political party and armed group] or Hamas [which has de facto control of the Gaza Strip]," she said.

"We can carry out negotiations while still fighting against terrorism."

The peace process aims to establish separate Palestinian and Israeli states, and was re-launched at Annapolis, in Maryland in the US, in 2007 after a seven-year hiatus.

Livni, as foreign minister, has been a key player in negotiations.

Kadima won parliamentary elections last week, but gained only one more seat than Likud.

Livni may therefore not have enough support among the other parties to form a workable ruling coalition, leaving the way open for Netanyahu to create a government.

Political negotiations

The Kadima leader has called for a power-sharing deal with Likud, but no agreement has been reached.

In a television interview later on Monday, Livni said that as prime minister she would make progress on the peace process rather than putting it on hold.

Netanyahu has said that peace talks should look to improve Palestinian daily life before discussions on core issues can begin.

Livni's comments came on the same day that the Israeli military took control of a large area of the West Bank, potentially leading to the construction of a settlement of 2,500 homes.

Israeli settlement activity has continued in the occupied West Bank, despite the practice being illegal under international law.

As long as Israel continues to act aggressively and like the conqueror by building settlements in captured lands against international law they should be denied US aid. This is a simple problem to solve. Stop rewarding the spoiled brat for bad behavior.

I wonder how this helps the 'peace accord' that so many, including Israel, are working on?

I believe some in Israel genuinely want peace, and this does not help their efforts. But there are others who merely wish to build some additional bargaining table scheckels to distract others at the table with - like we will show our sincerity of our desire to have peace succeed by withdrawing from our just completed settlements. More US taxpayer support funding that will be bulldozed into the ground while talks never reach a cusp and move forward toward peace. Genuine interest in advancing toward peace would stop antagonizing the other side by building settlements that will be given up in a future round of talks.
