Darn, looks like it was a preventable accident..
Sudden change in flap configuration on approach leads to drastic changes in the tail operating conditions. The icing causes loss of tailplane airflow and finally the tail control surface snaps down.

The sequence of events is eerily exactly as described in this NASA video starting from
9:35 especially the part about pilot induced oscillations.

Actually, it now appears the captain had the thing on autopilot, a violation of airline policy for significant icing conditions. He had a stick shaker going on, maybe he forgot the ap was on, who knows. The plane pretty much belly-flopped on the house, pointing in the wrong direction for the runway for which it had clearance to land.

Simply put, it may not have been a preventable accident, but it sure looks like they weren't doing the best they could with what they had.
