I keep seeing that quote but if that were the case you could make the argument that the recovery from the Great Depression provided that "discovery". But that is nullified by Eisenhower, Nixon, Reagan, Bush1 and Bush1.1. And certainly is nullified by the rise of the NeoCon which preached "lower taxes" although never actually come through with a comprehensive lowering of aggregate taxes.

I don't see anything in the quote referring to taxes, neocons, etc. I only see truth.
