To answer your hypothetical, if it has become common knowledge that the employee took my blame, the first option does nothing to correct the situation. I might feel better but Oscar Oddjob is still the screwup in everyone else's eyes. I don't watch "The Office" but I would imagine that's how the Steve Carell character might handle it.

Option 3 would be all that could be done if too much time had passed before discovering the error but it would leave a lot to be desired as a solution.

Your middle choice is indeed the proper way to go if, as you say, ALL employees and customers had been wrongfully led to believe it was all Oscar's fault. I give credit to those who work for me when something they have done is praised and if their work is criticized due to my shortcoming, I take the blame. I don't know how else to do it.

What surprises me is that YOU apparently don't think so. I'm beginning to see why you had to make your former employees sit in the snow.

As to your first question, "Again, how do you know what Obama may or may not have said to Roberts?", that's pretty much the point. Obama should have made sure we all knew.
I saw that I had misdirected but it was too late by that point.

I only left the guys sitting in the snow because the broke into the building. The 70 or so other folks that have worked for me are all either now partners with me on projects, spun to their own companies or retired. I am really happy with that group.

And, for the last time that I will bring it up, it appears only a very few people find the issue important enough to give a flyer as to whether Obama makes a public mea culpa or a private one or none at all. From watching both the original and pics of the second, they both looked like they were about to burst out laughing. I don't believe there was an issue.

Let me put your statements in the proper context for you.

Dear Muslim friend ,

I am sorry about the demise of your son. We, Americans, feel for your loss. We would like you to know the 'surgical' strikes now in use attempt to make the best of what is a tactical nightmare. That innocent civilians will die is both inevitable and tragic. Beyond comprehension for those of us lucky enough not to be in or near a war zone. It is our burden to bear, and our responsibility to do the utmost to limit these tragedies, such as your son's untimely return to Allah.

Again, we do feel for your tragic loss. Remember we, Americans, are not your enemy.

Until next time,
Your American friend.

Dear Muslim friend ,

Too bad about the demise of your son. We, Americans, who lied to you about WMDs and decided to kill you innocent civilians in a useless, needless war, could give a shit. We would like you to know the 'surgical' strikes now in use attempt to make the best of what is a tactical nightmare, and we also have a good laugh over the whole "surgical" thing, which is really just a propaganda term, because when you drop a 2,000 lb bomb in one of the most populated areas on earth, we are going to kill all the kids in the playgrounds and schools nearby. So, we killed your kid for a lie, because we had leaders who could careless about human beings. The fact we are murderering fucking liars is our burden to bear, and our responsibility to do the utmost to limit these tragedies is a joke, such as your son's untimely return to Allah.

Again, we do feel for your tragic loss. In fact, we feel like laughing in your face. Remember we, Americans, are not your friends.

Until next time,
Your American killer.

Fixed

Recall that earlier generations faced down fascism and communism not just with missiles and tanks, but with sturdy alliances and enduring convictions. They understood that our power alone cannot protect us, nor does it entitle us to do as we please. Instead, they knew that our power grows through its prudent use; our security emanates from the justness of our cause, the force of our example, the tempering qualities of humility and restraint.
