Not Likely. Do you reckon a single B2 actually costs $2 billion? An aircraft carrier $4 billion. Have you seen what that kind of money gets in the private sector? It's ridiculous to think that a B2 is $2 billion, and even more silly to think that it would cost half as much as a BIG ASS AIRCRAFT CARRIER. Do you actually buy that math? If you're ever in the market for a G Wagen let me know. I'll make you a good deal on mine. Only $350k.
Having worked on systems platforms in R&D I can very easily understand the high costs associated with different systems platforms.
First, the "cost" of a B2 does not just account for the actual plane but all the spares, repair systems, special equipment and other very platform specific items that are associated per plane. And all that cool stealth technology requires very special materials from the titanium frame to unobtainium material for the surface.
Second, an aircraft carrier, like the just launched GHW Bush costs over $6.2 Billion for the ship alone. That does not include many of the weapons systems, electronics subsystems or air squadrons.
The comparisons off a steel and aluminum ship to a composite and titanium bomber are not even possible. The cost structures are so different.
While there is a lot of waste in the industry, much of it is in the specing of the systems from the Pentagon
