I don't think so. The big bills, those that get all the debate and have $xB associated with them should get the most debate. Earmarks are under 10% of the budget in total. A cancer screening instrument in rural Kentucky or Tennessee doesn't need to clog up the discussion of multi Billion budgets but it is just as important to the folks it impacts. Use of an earmark for that is the appropriate vehicle to provide funding. Trustworthy Congressman puts it in a bill and distributes monies to get the equipment. Oversight will weed out the folks who abuse the system. It has already started. Internet sources that list earmarks and their sponsors [thanks to a Dem bill to require names on earmarks] has already fired up the kliegs.
