Use (rent, don't buy) a belt sander. The object is to start with a medium grain belt and work your way down to a fine one. It is a horrible, dusty job and if you use an oil-based lacquer, you wont be able to tolerate the fumes for 12 hours. If you are doing a kitchen, finish with a product called "Creosote". It's impervious to water.
I've done this several times. You'll learn how to handle the beast on the first room so pick the most unused one. I ended up taking about 1/2" of wood trying to even it out. COVER EVERYTHING WITH PLASTIC SHEETING!!!!!
