Your comment that "he has not made his definition of torture known" borders on ludicrous. He has stated that "We will abide by the Geneva Conventions". Enough said. There is no logical expectation to "define" torture. It has been defined. Bushie just chose to ignore the law and the definition.
Not only that, he has in fact made his definition of torture known. He has instructed all branches of government to refer to The Army Field Manual for any and all questions on what torture is and is not.
