In case you did not know, Germany and Japan were allies in World War II according to a signed treaty between them. Japanese did attack us in the Pearl Harbor bombing raid on 7 December 1941. On the following day, FDR declared a war on Japan. On 11 December 1941 Hitler, on behalf of Germany declared war on the USA. That's how we got involved in WW II. Nothing preemptive about it.
