Make them spend the money, not you. Demand an intensive geo survey to declare it a 100 year floodplain hazard. Drag a hose across the street and run it every night for a month to create some erosion. Dig a hole, fill it with water, and declare it a wetland. Get a couple of those endangered pupfish and throw them in. Get some emply toxic waste barrels and half bury them on the site. Demand that the zoning for the entire area be changed to allow multi housing and trailer parks. Photoshop pix showing endagered pygmy owls nesting on the property. Call the owner and tell him that there may be a future permit issue with the county and you can make it go away ($). Round up the 12 javalina and drop them off at his house to snack on the plants. Buy the lot across the street from him and change the zoning to commercial and put in a nudie bar. Get the guys at the Yavapai nation to stake a claim as sacred. Apply for a permit to house juvenile sex offenders at your house and put signs up in the hood saying space available. Etc.
