Ah, my old home town.

Luke's at 16th Street and Indian School Road has excellent sandwiches, it's a dive, but the best Italian Beef sandwich you're likely to find.

Manuel's Mexican Food, several locations (local family-owned chain) has really good food, great salsa.

La Parilla Suiza, 35th Avenue and Peoria, Northern Mexican style food, very tasty, they have a dish with salsa that has cactus in it, really, really good.

Valle Luna, 33rd Ave and Bell Road (also in Chandler and Paradise Valley), more traditional Mexican food, but also excellent and really fast service, too.

The Egg & I (a few locations), really good breakfasts.

Alexis on north Central near Thomas, always quality food and service, gets busy on Friday and Saturday nights as it's popular with the pre-theater crowd, eclectic menu selections, I like a number of their dishes but usually get the grilled vegetable pasta.

All of these are very affordable places.

Socialism is a philosophy of failure, the creed of ignorance, and the gospel of envy; its inherent virtue is the equal sharing of misery. (Winston Churchill)

There is no good food in Phoenix. If you're looking for good food, continue on toward Chicago.

Sorry, I'm really not much help. I don't usually wander into Phoenix for anything other than the occasional baseball game, and I'm none too fond of "southwestern cuisine". There's lots of great stuff to do and see in AZ, just not so much in Phoenix.
