It's not the job of the Indian Navy to act on a whim. They haven't been asked and are not likely to be. After all, then the India would be accused of over reacting, butting in where it isn't wanted or some other form of B.S. This is a matter of security in a private organization.
So you believe that there must be a superiority classification in terms of countries when it comes to taking action. The superior group will act without asking for permission while the inferior group will have to go through some "proper" channels", or actually just report and butt out, is that acceptable?
For example the Swiss or Austrian Navy should have a say over The Malian or Ugandan Navies because the latter are not as sophisticated and probably look kind of like Starvin Marvin. Is that a better picture?
