While halfway dimmed does not necessarily translate to 50% the power consumption (often, halfway point on the dimmer is more like 70 to 75% of full power), the formula above still applies.
What those low voltage fixtures do is not that they use less electricity, but they pump more current using less voltage. It is an inverse relationship as per formula above; so instead of 5 amps at 120 volts, it is now 50 amps at 12 volts. Think of voltage as water pressure and current as water flow.
In fact, low voltage might draw slightly more wattage since there is some loss that takes place at the transformer.
