For those who got loans that were over their heads, YES.

But most of this issue has to do with administrative decisions within the banking system allowed by administrative decisions within the Bush Administration.

If those two groups took honest accountable responsibility for their actions and inactions and decisions and we then took that part of this problem off the board we would find a very, very small problem left to address and attach blame. The media and Congress would not even see it on their radar.
