not that I'm against the hypothetical in terms of ethical grounds, but I do see more questions than answers to above statement:

Suppose the reconstruction of Neanderthal is a success; but how does one go about raising a Neanderthal?

Is it possible to recreate an environment in which he grew up in 45,000 years ago? Does one make the apeman watch Sesame Street and Noggin Channel - then upgrade to 'Nova' and 'Jeopardy!'? If in the case of latter, do we have a mildly retarded human being with an intelligence comparable to or exceeding that of some members of this forum?

Neanderthal cranial capacity was much larger than that of modern humans. Also, the neanderthal diet suggests a well-developed cerebral cortex. It is doubtful such a creature would lower him/herself to posting in BWOT.
