The master electrician that signed the permit. I know several electricians with 40 years experience and no formal certification from anyone. Do you consider them to be unskilled? Most apprenticeships are 5 years of hold your hand education and at the end you are considered a journeymen. I have gone through the program myself so don't even try to tell me I am wrong. ABC ( associated builders and contractors) is a nationwide apprenticeship program for non-union workers. With a reasonable amount of participation you pass. 90% of your apprenticeship is based on ON THE JOB TRAINING. A piece of paper is nothing more then a piece of paper. Have you never heard of doctors getting sued for malpractice for killing a patient? Idiots are everywhere, it just turns out that some of them are certified.
What I was saying was that those with a license can be held responsible for their work, those without a license it is much more difficult.

If you do your own work and stuff it up, you only have yourself to blame. If someone licensed stuffs it up, you can go after them or their license.

I think there were some similarities in what we were saying.
