Good one. I've been waiting for someone to point this out to McBare. He just spent the whole thread blaming the Bush Economic Doctrine (whatever that is) for the country's woes while he hires folks overseas to do his work. Liberals like him thrive on hypocrisy--practicing it or accusing others of it.
I agree completely. The only reason the percentage is 60%US/40% offshore is because I threw a fit at a director meeting. Otherwise it would be 80% offshore/20%US and I wouldn't be doing the gig. It is not my choice to use them. I have a specific pool of "global resources" from which I can draw 40% of work. The rest come from Atlanta, Kentucky, Sterling Forest, Almaden Research and Watson Research.
If the customer had their way, the work would be Managers/Architects in the US and ALL programmers/developers in China, India or Brazil.
Now, IBM internal projects, like this one are just one type. When I go to outside gigs like Warner or CNN, there are the same very specific requirements. I have only had TWO gigs in the last decade that have allowed all US workforce.
I don't like it, I fight it but I also do what I can to keep the US workers billing as many hours as possible. I know how to do that. It does, however involve offshore backfill.
And if anyone thinks that they are so clever to be the first to observe it, I have been having this discussion for a decade. Welcome to my world.
