McBear you are missing the point I am making. That is that if you want to blame Bush for not enforcing the regulations, then you need to blame Clinton for starting it. The bigger point is this all started with Congress meddling in things they should not have.
Blame is for right wing kooks. Policy is what intelligent people are interested in. What was Bush's policy
when it came to Congressional Oversight? What was his policy
about enforcing federal regulations? You can do the usual rightwing nut job thing and shout "Clinton!", or you can simply be honest enough to admit that it was Bush who was supposed to be minding the store. Let's look at Bush Administration policies:

It is obvious from the above quotes that Bush was not in control of, or knowledgeable of what was going on. How Clinton factors into this policy
failure is a mystery to me, perhaps you can enlight us?
