You're missing the point. No intelligent person will agree with anybody 98% of the time. A number that high likely indicates a shirking of responsibilities.

I'm increasingly of the mind that democracies are inherently flawed; they can only ever be as good as the average person's intellect and/or ability of the masses to oversee them.

I'd be in favor of transitioning to a true meritocracy. Board of directors style management rather than one figurehead and associated puppets/puppeteers. Or something like that.

I think the answer is for us to mature as a nation and move on to a proportional democracy - the current form was designed for a different time. I would like to see the Senate abolished or emasculated as they have done to the House of Lords in the UK, and the Congress to become truly proportional, with a delegation from each district composed of apportioned reps, and an executive branch composed of apportioned ministers. Until that happens, things in this country will simply continue to get worse. Each election simply creates a group of people with no voice at all in government and a government made up of the most extreme idealogues.

I'd say 97% is just about as bad. Automatically and consistently opposing GB and the republican's 97% of time can't be any less of a dodge. They're all the same, just business as usual.

Latest TV spot for Lord suggests that Shaddeg voted with Bush 90% of the time, a very different scenario/figure than the first one. Who knows if that's even the truth...
