The 3 a.m. phone call is a Democrat metaphor to create the impression of military preparedness designed to eliminate Obama from the primary race. While it may have a place in dictatorships, reasonable leaders would not make whatever decision it refers to (we're left to guess) without consultation and discussion. So what you are suggesting is to create an impossibly high expectation no one could meet and using that to disqualify a candidate.
