Woman: Black doll strapped to a cross isn't a racist display.........

Neighbors complain about offensive, racial house decoration


COUNCIL BLUFFS — A black doll strapped by wire to a homemade cross outside a Bluffs home wasn’t meant to be racist or offensive, said a woman who lives there.

Neighbors were offended, though, and called police several times to complain.

The cross and doll were removed this week and won’t be put back up, the home’s owner said.

Mike Limmer said he was alerted Wednesday night to the display at his rental home where his granddaughter lives in the 1800 block of Seventh Avenue. He went there and took it down.

"There’s no need for it," Limmer said. "It’s just stupidity."

Limmer’s granddaughter, Dorothy Richards, said she wasn’t sure what the display was supposed to mean, but she didn’t think it was offensive. Her boyfriend hung it from a back corner of the house.

"It was not hanging by its neck. It’s not a racist statement," she said.

Council Bluffs Police Sgt. Mark Galvan said officers went to the home several times to tell Richards that neighbors were upset by the display, which was visible from Seventh Avenue and South 18th Street.

Richards said her boyfriend’s late grandfather had given him the display after a conversation between the two, but she didn’t know the nature of the conversation. Her boyfriend was not available to comment Thursday.

Police officers once removed the display, Galvan said, after Richards told them she would have removed it but couldn’t reach it. It later was put back up.

Officers also told Richards that neighbors had complained about the name of her dog, Hitler.

Pottawattamie County Attorney Matt Wilber said Thursday that the cross and doll display was covered by constitutional rights to free speech.
