If American mercenaries were to act outside of our country's interests and without our country's authority, should our country be punished?

Not unless it is in the best interests of Big Oil and Halliburton to do so. Else, the victims should invade whichever country fills the bill.

Interesting, but irrelevant. Might take another shot at developing a hypothetical that actually resembles the situation with Al Qaeda and 9/11.
