Well, to answer your many versions the question:
First, I believe that oil prices then were MUCH lower than they are today (perhaps $20 or $50 per barrel), and there was little or no pressure for anyone to do that.
Second, gas prices during that period were between $1 and $1.50 per gallon--again no pressure on anyone to do anything.
Third, the Republicans in Congress had passed a comprehensive Drill Bill that had just been vetoed by Billy Clinton, and once that happened there was virtually no chance of getting it passed again w/out a two/thirds majority, which was never going to happen, and everyone knew that--except you apparently.
It is, and has always been, a virtual democrap blockade to get anything done to reduce our nation's energy needs. They are totally under the control of the environmental wackos, and would rather see our nation go down the drain before offending the nut-cases, such as yourself.
