While I agree on paper, if Freddie and Fannie fail, Recession will become Depression within a matter of months. That is a multi Trillion Dollar Gorilla in the room. Love it or hate it, we have no choice but to clean up after it.

Here is a very good writeup on the machinations of Fannie Mae. Too big to cut and paste.

This guy is very good by the way. He has a good long history in consulting and investing. If he has a spin, I haven't found it.

As for Liberals applauding, you might be thinking of the Republicans since this is going to involve further deficit spending, increasing the National Debt and pouring more money down a hole instead of accepting the responsibility for failure to REGULATE this industry for the past seven years.
