Did you notice how people could for for "Congress" and "The Presidency" but not "the President"? All you have to do is actually read these polls and you can see how the pollsters administer their spin. "Congress" is probably taken by most people to be the bunch of people currently sitting in the Senate and House and they voted based on how they feel about this particular Congress, just like you did. However, "The Presidency" was probably taken to mean the overall Executive office of government as opposed to the current guy inhabiting that office. So people voted based on their respect level for the office of President.

I'll bet if you replaced "The Presidency" with "President Bush" you get a different result. Thus once again proving correct whoever it was who said "there are three types of lies: lies, damn lies and statistics".

The poll is what it is. If you put in the person occupying office, to be fair, we'd have to list Pelosi, Murtha, Dodd, Reid, et al. That wouldn't help your balance sheet at all.
