Maybe the relative difference between them is increasing. That's why leftists say that conservatives are getting more conservative and conservatives say lefties are going farther left. It's a relativity thing.

As an example most Conservatives would rate Bush as a Conservative yet most of the rest of the world, and those who look at his actual record do not see much Conservative traits in his policies or his actions. So, is W a Conservative? Is he the most Conservative President since...?
I think it is arbitrary judgments based on what bills happen to be on the Senate floor during the judging period.

The only senators who could confuse Bush a conservatives are those using the word as a pejorative or as a synonym for "big government Republican party hack".
