OK, let's make the NUMBER relevant. If ONE is OK to take out in a "we believe there is abuse, let's pull the child out, exercise due process, investigate, go through the courts and make the determinations through the courts [all by law]" and 400 is too many, what is the threshold where child safety becomes less important that the mass of numbers?
The law states [in most States, I don't know Texas law on the subject] that child safety is paramount and that the "due process" is 1) get the child to safety, 2) complete investigation.
Changing the word "assume
" to "believe
" does not relieve you, or them, of the necessity of having some level of proof
! Regardless of number...
