The House didn't need to pass a bill to cut funding. They just needed to not pass a bill.

Budget money is mostly fungible; if DoD couldn't get Iraq money as a line item, they take from somewhere else, like cutting back on the funding for bases in Pelosi's district. Then the shit will hit the fan and President wins.

Almost?!? Name one he lost.

If the administration had started picking local pockets to fund its grand scheme of mass murder and profiteering in the names of Big Oil and Halliburton, the shit would have really hit the fan as you say. I believe the outcome of such a confrontation would have been in doubt, and Bush may have been exposed as a manipulative bastard who placed the goals of his administration and his political party above those of his country (not much of a stretch there). But lacking a collective spine, the Dems never gave a voice to those who put them in power for that specific purpose. I recall the pundits describing the initial funding confrontation as likely developing into a fascinating game of political chicken; next thing you know, the Dems rolled over on each and every point. Pathetic.

That process has stopped many problems nine months later.......or another way to look at it is that Jayhawk was born without this process not being utilized to it's fullest........
