While I see this as pissing up a rope, if it is construed as price fixing or organized supply constraint, it IS an anti-trust issue. One could even go out on a limb and declare it RICO, although the political ramifications would be mind-numbing.
As for "would rather they spend their time". The nice part of large Congressional staffs is they have time/money/ability to do "all of the above", not simply a linear plan. And we need a multi-faceted approach that will QUICKLY impact the economy of middle and lower income citizens, not just the "things that will become fruitful with R&D".
Being smart is knowing the difference, in a sticky situation between a well delivered anecdote and a well delivered antidote - bear.
