Only thing that I can think of was that many of the bridges are not being inspected regularly [that regulation concept again] and repairs that are found needed are put off until the last possible minute [or in Minn.'s case, a few minutes late].

But it does seem odd since he they were working on the bridge. Possibly a senior moment.
