It could be so much simpler, more efficient and not have everyone hating the concept if Congress would simply do a complete overhaul and then quit dicking with it for a decade or two.

Exactly how hard is it to lock the doors from the lobbyists, lay down a simple set of formulae that works for 98% of the constituents and businesses and then set to work on that two percent that fall outside of normal parameters.

It can't be a flat % as that doesn't scale down and it can't be a VAT [sales tax] as that also does not scale down well. It has to be something that balances for everyone, from the poor through middleclass to rich.
