I just don't know, some states have the death penalty for certain heinous crimes, but that still is not enough of a fear factor to some.
There is no such thing as absolute security. Everything about security is a compromise. I would suggest that the faithlessness of the government is the primary reason that people do not trust the government and devise all manner of cockamamie conspiracy theories.
The single-most important step that the gov can take to gain people's trust is to demonstrate themselves worthy of it. This does the opposite.
What should be done about people snooping into citizens' files? Jail the bastards.
