Part of that has to do with how collectives have been phrased. Correctly, in current grammar it STILL should be The United States are...

It goes with the same argument of "the data are indicative of a downturn in the economy" even though the collective data is a plural for datum and one would think should read "the data is indicative of a downturn in the economy". It is counterintuitive to me but the correct phrasing is the first example. Same with the "United States are...". We have changed how collectives are addressed several times in our history.

On the other side of that, however, I understand that, just prior to the Civil War there was a VERY strong State's Rights movement that specifically articulated ARE in the phrase as "The United States are moving toward an untimely and precipitous conflagration."

Seems to me we have acted pretty much like a Country, acting for the good "off the Country" since pretty much Day1. Not a whole lot of "let's see what we can do for the ol' States".
