You're correct. At least, we are not building up the debt by throwing the money away in Iraq. At least, we'll enjoy it for a while before we file bankruptcy!

Someone suggested that the rebate should come in the form of a debit card, so that more people are forced to spend the money instead of banking it. Make sense?

I also saw it suggested that it's justified that people with children should get the bulk of the rebates since it's the kids who're gonna have to pay it all back one day. Or so goes the theory.

And how is a crack addict supposed to get his fix? The corner drug store doesn't take debit cards.

You should absolutely do it because: you'd probably get elected, and presuming you actually intended to make good on your pledge, the resulting economic cataclysm might force Americans to actually address their debt habit once and for all.
