That highlighted bit is the only part of the whole form that is actually readable.
I wonder though if unsold stolen stuff needs to be accounted for as 'stock in hand'.

While on the surface it may appear to be a completely stupid piece to include on the instructions, when you think about it, it turns every thief who fails to self proclaim their nefarious deeds into a Federal felon (under US law), sort of a damned if they do and damned if they don't scenario.

As I understand it, penalties for Federal offences are much more severe and have much more serious implications for the individual than State felonies do...
