A well regulated militia being necessary to the security of a free State, the right of the People to keep and bear arms shall not be infringed.
Now seriously, do you think the framers of the COTUS were EVER at a loss for words? Don't you think that if they intended for our arms to be in an armory, that they'd have said that's where they should be kept?
It's important to remove the X-Ray specs, magic 8-balls, magnifying glasses, jeweler's loupes, and any other interpretive eyewear prior to reading this document. It means what it says, it says what it means. If it doesn't say it, it doesn't mean it. If it says it, that's what it means.

Does the Bill Of Rights pertain to individual liberties EXCEPT for the 2nd Amendment?

That doesn't come close to what the framers of the Constitution said AFTER they wrote it.
They were afraid of a standing army and what the government might try and do with that army. They saw what was done in Europe and didn't want any chance of that happening here.
We established however some, although not all its [self-government] important principles . The constitutions of most of our States assert, that all power is inherent in the people; that they may exercise it by themselves, in all cases to which they think themselves competent, (as in electing their functionaries executive and legislative, and deciding by a jury of themselves, in all judiciary cases in which any fact is involved,) or they may act by representatives, freely and equally chosen; that it is their right and duty to be at all times armed; ---Thomas Jefferson to John Cartwright, 1824. Memorial Edition 16:45, Lipscomb and Bergh, editors.
Who are the militia? Are they not ourselves? Is it feared, then, that we shall turn our arms each man gainst his own bosom. Congress have no power to disarm the militia. Their swords, and every other terrible implement of the soldier, are the birthright of an American...[T]he unlimited power of the sword is not in the hands of either the federal or state governments, but, where I trust in God it will ever remain, in the hands of the people.

If I cared (and I don't), I'm sure I could dredge up some old dead guy quotes to duel with your old dead guy quotes. I'm sure the current rightwing SCOTUS will render the argument I've advanced null and void in short order, so what's the point. The gun nuts are running riot and the body count piles up. We are one bizarre nation indivisible from its freakish obsessions
