^ I suppose, in studying human behavior or psychology or what not, that the following has never occurred to you: People will always do that which a system of incentives (or disincentives) directs them to do.
If your continued employment as a teacher is dependent upon a percentage of your students passing a test, guess what - they're going to teach to the test.
A better solution would be to use adaptive testing, so that the questions aren't pre-determined, and that the tests give an objective measure of what a student does or doesn't know. Works for technology certifications...
