Most assholes will flash and tailgate someone even when they are already going 15-20 mph over the limit. It amuses me to observe another asshole tailgating them later on at 30 mph over the limit and off they go to the races.

I think states, generally, do an awful job of educating drivers, and an even more awful job of re-testing drivers periodically. In Oklahoma, the biggest issue is that people don't know how four way stop signs work. They're all so polite, that it's not uncommon to sit for up to 30 seconds waiting for the person whose turn it really is to go, or until they wave others on.

There's also those who stop dead in the middle of the street at a green light to let someone merge in, even though there's a huge gap a couple of cars back.

All in all, I'll take overly-courteous idiot drivers than the kind in Wisconsin who are paralyzed by fear of state troopers and don't understand that it's dangerous for everyone to do the same speed right next to one another in both lanes of traffic.

ive travelled up and down the entire east coast and by far the worst traffic is I-95 throught the tristate area.... its either doing 10 under and when they see a cop they have to slam on the brakes or you signal to pass and they move over and speed up/slow down depending on age... all in all no accidents yet but had a really close call in my 96 sl600 in the rain when i was merging on to I-95 and everyone decided to stop...!!!!!!!!

BTW, the mandatory minimum hours of professional driving instructions (dual controls in car), plus time in class, make the German driving permit one of the most expensive, and difficult to get in Europe.
