Man Sentenced in Bizarre Diagnosing Scam

MONROE, La. (AP) - A man was sentenced to more than four years in prison for bilking friends and family out of more than $800,000 by convincing them that his wife was a government agent who could arrange to have their medical problems diagnosed by satellite imaging.

Brent Eric Finley, 38, of Rayville, was sentenced in federal court in Monroe to serve 51 months in prison followed by three years of supervised release. His wife, Stacey Finley, was sentenced in August to spend 63 months in prison and both are ordered to jointly pay restitution in the amount of $873,786.94.

The Finleys pleaded guilty in August to wire fraud, according to court records.

U.S. Attorney Donald W. Washington said in a news release following Monday's sentencing of Brent Finley that the couple convinced numerous people that Stacey Finley was a CIA agent and with her contacts she could schedule a medical scan of the victims' bodies by satellite imaging that would detect any hidden medical problems.

The Finley's convinced their victims that, if any medical problems were found, secret agents would administer medicine to them as they slept in exchange for payment, according to a bill of information filed when the Finleys were charged in May.

"These audacious criminals should remind all of us that scam artists will go to great lengths to take our life's savings," Washington said.

GP 'was ready to help dying man buy kidney from healthy donor'

A GP appeared happy to act as a middleman to help a dying man he had never met to travel to India to buy a kidney from a live donor for transplantation, the General Medical Council (GMC) was told yesterday. Jarnail Singh, based in the West Midlands, told undercover journalists that he had acted as a “facilitator” for people wanting to buy black market organs, the disciplinary hearing in Manchester was told.
At a meeting in his surgery he even discussed the price, 200,000 rupees or just under £3,000, required to persuade a poor manual worker on the Indian subcontinent to give up a healthy organ.
Dr Singh, of Hillfields Health Centre in Coventry, is accused of encouraging and participating in the trafficking of human organs from live donors. He has admitted giving advice but denies serious professional misconduct.
The GMC’s professional conduct committee was told that Paul Samrai, a journalist, became aware of Dr Singh when one of the doctor’s patients, Darshan Sandhu, 69, a businessman, flew to northern India for a kidney operation but died later from an infection.
Mr Samrai and Neville Thurlbeck, a News of the World reporter, approached Dr Singh in March 2000 claiming that Mr Thurlbeck’s father was dying and desperately needed a transplant.
At the subsequent meeting they told the doctor that Mr Thurlbeck’s father was ailing rapidly and that death, without a transplant, was a foregone conclusion. The undercover reporter asked what would be a reasonable price to pay a potential donor in India, how safe it would be, and raised other practical issues.
During the taped conversation Dr Singh took the couple through the technicalities of the procedure, spelt out the advantages of bringing the donor to England and advised on how to evade immigration laws. He then indicated that he was aware of dozens of other cases each year and that he had acted as a facilitator.
Jeremy Roussak, counsel for the GMC, said: “Dr Singh answered all their questions, expressed no reservations, gave them no indication that what they were doing was illegal, unethical or dangerous.”
When he was offered £5,000 for his assistance, Dr Singh refused the money but the pair left the surgery under the impression that the doctor was happy, in principle, to help them to break the law, Mr Roussak said.
Mr Samrai told the panel in evidence: “He had the full knowledge of what we were proposing to do and he appeared happy to assist in whatever capacity he could.”
The taped conversation, running to 40 pages of transcript, was played to the hearing. At one point Dr Singh describes £2,000 as the “general” price for a kidney from a live donor. Speaking of the potential donors, Dr Singh says: “They are mainly manual workers, and just imagine if something goes wrong with the other kidney, y’know, you’ll be a cripple for life . . .”
Thurlbeck: “Yes, yes.”
Dr Singh: “. . . and so, two thousand, it’s quite general, y’know, as far as I’m concerned, if that could happen to my father I would go for another one thousand.”
Later the reporter says: “I’m willing to spend £25,000.” The doctor replies: “No, it won’t cost that much.” Before the conversation comes to an end Dr Singh assures the pair: “We are here to help . . .”
Dr Singh, giving evidence, told the GMC how he trained in India, worked as a rural medical officer in the Punjab before coming to Britain, where he joined a GP practice in the late 1990s.
He said he had a suspicion that Darshan Sandhu was going to India to buy an organ because he knew he was fed up after waiting eight years on the transplant waiting list. However, he insisted he had advised him against going.
Asked by David Morris, his counsel, whether he had ever helped a patient or non- patient to go overseas to get a live donor transplant, he replied “No, never”.
The hearing continues.
