^ I think that people, generally, assume the President has way too much direct involvement in the operational details of the federal government and it's many, many entities.
I wish someone could/would post the actual chain of command, listing the people or department who were acting as superintendents for the Walter Reed facility, all the way on up to the President - along with each of their tenures and whether or not they were appointees. I think it would become clear exactly how detached the CiC is from something as minute as the condition of any given military facility we operate. People are hired to manage people who are hired to manage people who are hired to manage people who are hired to do that, and BushCo was probably not involved in the hiring of any of those people.
To lay the blame for the deterioration of Walter Reed on Bush is like drawing a flowchart that has the entire federal government - from the lowliest janitor on up to the cabinet - being overhauled, revamped, re-interviewed, re-hired, processes re-developed, etc. every four to eight years. It just doesn't work that way.
Plainly, someone is to blame for letting those buildings become uninhabitable...the fact that they "weren't being used" is a bullshit excuse for letting that happen - it's our money, dammit, and it costs less to maintain something as needed than to wait for it to become a shithole. WHOEVER was in charge of that, it wasn't any of our Presidents, and insofar as ANYONE raised this issue to someone empowered to make a yes/no decision on it's upkeep, those individuals should be sent to do something else for a living.
