I think it is a function of our numbers. I also agree with the view that there is some kind of genetic trigger at work that is a response to overpopulation. Perhaps the real reason it is rare in the animal world is because they are threatened with extinction thanks to us, or live on farms where the food supply and land supply is kept in balance for the species, so these triggers are not going off. If chimpanzees were building cities, perhaps we would see the numbers you are looking for.
