I think there should have been a 3rd option, that of "some combination of the above". I think that is the case and my gut feeling is that there is some sex hormone-triggered period during fetal development.
For example, if there is a predominance of testerone (compared to estrogen and progesterone) when a "male" fetus reaches that determinative point, "he" would have a sexual preference for females (and of course vice versa). The reason for the quotes is that all young human fetuses are female until they develop testicles which are presumably the major source of their testosterone.
I think the jury is still out on this issue, and I'd like to agree with Jayhawk here. As he stated, the American Psychiatric Association declared homosexuality "normal" human behaviour decades ago when I was still a budding psychology student. I disagreed with their decision then, and I still do.
