Hit either bhphotovideo.com or adorama.com, and see what you can get for your money. You may do better to step up the body now, and get new lenses as your familiarity improves and you learn more about what images you like and how to take them. I wouldn't skimp on the body just so I could load up on lenses.
Even if you got a D80 with a fast prime lens (like 50mm f/1.4 or so), you'd learn tons more than a lower-end camera. If your interest is merely in megapixels and having a very high quality point-and-shoot camera, the D40 will probably be very satisfying. As others have said, it's tough to beat Nikon's imaging technology short of Sigma's Foveon-equipped models.
