Two things you are over-looking:
1) US-spec cars came with different lamps than in Europe. Which I might add, are much.. MUCH more shitty in terms of quality. Performing a "bulb upgrade" will do NOTHING to increase lighting performance, because the optical performance of the US-spec lamps are sub-par.
2) Foglamps are foglamps, they are designed to emit a wide and short beam pattern that does little to glare other drivers. However, they shouldnt be used unless they're needed, because they dont add much *useable* light and waste a fair amount of electricity.
3) A driving lamp is not the same as a headlamp, which has low/high beam operation. By nature, a driving lamp has the same beam pattern as a high-beam. Driving lamps are typically used as a supplement with the high-beams.
