Physics limits the resolution possible from a satellite. The reason we launched Galileo into space was that the overwhelming majority of image distortion takes place in the first 30 kms of atmosphere. Nearly 100% takes place in the first 300 km above Earth.

If there were no atmosphere and you had a space based system then the resolution would be pretty much limited by the aperture of the observing instrument. There are lots of ways of increasing the aperture for a given wavelength of light. The solutions are well understood and freely available to anybody who is interested. It is awfully difficult to keep basic theories of physics and the engineering disciplines secret.

Adding in the effect of the atmosphere is definitely not trivial. The optical qualities of the atmosphere are density dependent and also depend on the concentrations of the various gases and particulates and the temperature effects at each incremental change in altitude. If the atmosphere were static and the satellite geosynchronous it would still be a very difficult task to model the refractive qualities of the light. But as we all know, the atmosphere is flowing in ever-changing patterns and chaotic swirls.

Thus, modeling the atmosphere for the constantly changing refractive indices at each depth is just as impossible as predicting the chaotic flow of a cloud. Combine that with the velocity of the satellite and taking into account the instantaneous field of view over which the atmospheric changes will vary and it is impossible to remove atmospheric effects completely.

The real secrets of remote sensing come in the methodologies for dealing with the atmospheric effects. It doesn't matter which end of the energy spectrum nor whether the system is passive or active, the atmosphere is the final arbiter of resolution.

There are also the airborne sensor systems, see the previously mentioned Francis Gary Powers. The U2's are still in operation, though the semi-stealth SR-71 was designed to replace it, there are some capabilities that the U2 has that have kept it flying since the 1950's! When "they" announced the retirement of the SR-71 most folks lamented the loss of the capability. But it made me wonder what platform is out there that can replace a Mach 3 aircraft that flies in excess of 80,000 ft? Interestingly, the SR-71 has been brought back into limited service. It all makes you wonder doesn't it?
