Here in SoCal, the coverage basically means you are covered while driving in Mexico...however...
I live less than 30 minutes from the border, and personally, I will not drive any of my own cars (especially the MB's) into Mexico. I am personally aware of several people that have had nice cars stolen (carjacked), been involved in "set up" accidents (looking for gringos - suckers - without Mexican coverage - you'll pay a big fine/bribe and likely spend time in a lockup if you don't), and aircraft that have been stolen while visiting Mexico and points south. Don't expect much help from the local police (federales), either, chances are they are involved in the crime.
I'm not trying to use a broad brush, and I'm not a racist, either - but the facts are there if you look for them.
I have had 2 run-ins with the Federales, back in the 80's while running the La Carrera road race - my truck/trailer with race car was going to be "impounded" for some unspecified reason, until we paid the AR-15 toting cop a $100 "fine".... and again a couple years ago when Lo-jack followed/located my daughter's new Toyota into TJ (Tijuana) and we went to collect it (a story I won't tell here).
At any rate - here in CA that coverage would not mean squat, and I would not pay for it. But you MUST have some form of valid mexican auto insurance if you go there. You can usually buy it at the border.
